Under the treaty, member\nstates have a legal framework within which to act on behalf of sea turtle\npopulations. Today the IAC has 16 member states comprising Argentina, Belize,\nBrazil, Chile, Costa Rica, The Dominican Republic, Ecuador, Guatemala,\nHonduras, Mexico, The Netherlands, Panama, Peru, the United States, Uruguay,\nand Venezuela. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IAC uses\ndata and education \u2013 while being mindful of each member state\u2019s environmental,\nsocioeconomic and cultural characteristics \u2013 to protect sea turtles and their\nhabitats, as well as help recover turtle populations. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IAC efforts\nare focused on the entire life cycle of sea turtles. The Treaty forbids the\ncapture of sea turtles, their shells, or their eggs. Restrictions are also placed\non human activities that may adversely affect sea turtles during their\nreproduction, incubation and migration stages. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/IAC-secretary-1024x497.jpg\" alt=\"IAC secretary veronica caceres\" class=\"wp-image-28697\" width=\"331\" height=\"160\" srcset=\"https:\/\/www2.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/IAC-secretary-1024x497.jpg 1024w, https:\/\/www2.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/IAC-secretary-500x243.jpg 500w, https:\/\/www2.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/IAC-secretary-768x373.jpg 768w, https:\/\/www2.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/IAC-secretary-1320x640.jpg 1320w\" sizes=\"auto, (max-width: 331px) 100vw, 331px\" \/><figcaption>IAC Secretary Veronica Caceres speaks at the event.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNesting\nbeaches are much easier to protect than open oceans,\u201d said Veronica Caceres,\nIAC\u2019s secretariat. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Nicaraguan\nnative, Caceres holds a master\u2019s in fishery and began working with sea turtle\nconservation in Central America early in her career. One of the conservation\ntechniques she focuses on is the Turtle Exclusion Device, or TED. She explained\nthat the TED is put inside of shrimping nets and prevents accidental sea turtle\ncapture, leading to a reduction in turtle deaths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other\nconservation efforts include restoring and conserving habitats, designating\nprotected areas, supporting research aimed at reproduction, breeding and re-introduction,\nfostering relationships with governmental institutions, NGOs and the public at\nlarge, and reducing the impact of fishing on sea turtle populations. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Film examines tension between humans and wildlife<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">As part of\nthe three-day meeting, IAC played the film, \u201cCacu: Un Cambio por la Vida\u201d\n(Cacu: A Change for Life) by Director\/Journalist Marvin Del Cid and Marine\nBiologist Omar Shamir Reynoso. The film explores the tension between the human\nneed to make a living and the value of protecting the environment. The\ndocumentary follows Reynoso as he works with five Santo Domingo fishermen to\nprotect sea turtle nests in Santo Domingo. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Caceres said\nthis tension is one of the key challenges they face in getting communities to\nparticipate in conservation efforts. They often get pushback from locals. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s often\ntheir livelihood,\u201d she said, referring to egg poaching, \u201cso you have to\napproach it with the right attitude.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Caceres\nmakes it a priority to understand community needs and the reasons why sea\nturtle eggs are poached. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Only\nafter we understand why, can we think about how to educate and encourage them\nto change. It is important the community is recognized for their efforts.\u201d <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/IMG_3631-1024x683.jpg\" alt=\"sea turtle art\" class=\"wp-image-28709\" width=\"320\" height=\"212\"\/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">One way to\nencourage local populations is through finding other avenues of income that\ndepend on a flourishing environment, such as tourism. Sometimes communities can\nbe incentivized for undertaking and closely monitoring conservation efforts.\nFor example, a community may receive funding for new schools or even stipends\nin exchange for monitoring the sea turtle populations and preventing egg\npoaching. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IAC members\naim to improve turtle mortality rate by increasing the number of communities\nwho monitor sea turtle population trends. They also are focused on mitigating\nthe impact of plastic pollution and climate change on sea turtles.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs climate\nchange worsens, beach sand becomes hotter. This means the incubation\ntemperature becomes greater and, since incubation temperature determines the\nsex of the turtles, more female turtles will be born,\u201d Caceres explained,\n\u201cwithout males, sea turtle species will not survive.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\norganization also wants to add more signatories to the treaty, including El\nSalvador, Columbia, and Canada.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Stetson\u2019s\nrole creates opportunity for students<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Stetson\nCollege of Law is an Accredited Observer of the IAC, meaning Stetson\nrepresentatives have the privilege of observing and hosting IAC meetings. Other\naccredited observers include NGOs and scientific institutions. <\/p>\n\n\n<figure id=\"attachment_28700\" aria-describedby=\"caption-attachment-28700\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/dean-alexandre-and-royal-gardner.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-28700\" src=\"https:\/\/www.stetson.edu\/law\/news\/wp-content\/uploads\/2019\/11\/dean-alexandre-and-royal-gardner-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\"><\/a><figcaption id=\"caption-attachment-28700\" class=\"wp-caption-text\">Stetson Law Dean Mich\u00e8le Alexandre and Professor Royal Gardner welcomed attendees.<\/figcaption><\/figure>\n<p style=\"text-align: right;\"><!--more--><\/p>\n\n\n<p class=\"wp-block-paragraph\">Stetson\nLaw\u2019s own Kate Welch served as the rapporteur, recording the minutes of the\nmeeting. Welch took this role because of her interest in large international\ntreaties that make positive environmental impact. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is\ninteresting to see how a multilateral agreement operates when everyone gets\ntogether. Here you have scientists, lawyers, and policy makers creating new\npolicies and reviewing existing ones,\u201d Welch said, adding, \u201cthe lawyers are\nkind of the go-between. That\u2019s the exciting part.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawyers are not only the go between for scientists and policymakers at the convention, but for the IAC and other treaties such as the UN Convention on the Law of the Seas (UNCLOS). They play an important role in the process of finding what works for their countries while complying with overarching treaties. Welch also enjoyed watching interactions between NGOs, the U.S. State Department, and the <a href=\"https:\/\/www.noaa.gov\/\">National Oceanic and Atmospheric Administration<\/a> (NOAA). With so many players and moving parts, there are many spaces in which lawyers can, and should, be involved.\u00a0 <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis\nconvention is like our own nesting beach,\u201d Caceres said. \u201cStrength is lacking\nin our world for those that can\u2019t advocate for themselves. Scientists sometime\nlack the words to inspire passion and lawyers have a better way with words,\nespecially when speaking to world leaders. Lawyers can inspire magic in the\nheart.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stetson&#8217;s <a href=\"https:\/\/www.stetson.edu\/law\/international\/biodiversity\/index.php\">Institute for Biodiversity Law and\nPolicy<\/a> serves as an\ninterdisciplinary focal point for education, research and service activities\nrelated to global, regional and local biodiversity issues, making it a great\npartner and host facility for the IAC. Royal C.
