Professor Allen spoke last week at a cermonial session of the United States Court of Appeals for Veterans Claims. The session was held to mark the 20th anniversary of the Court’s first convening. It was held in the cermonial courtroom for the United States District Court for the District of Columbia. There were about 150 guests in attendance, including the Chief Judges of the D.C. Circuit Court of Appeals, the United States District Court for the District of Columbia, the United States Tax Court, and the United States Court of Appeals for the Armed Forces.
