Barclay named Dir. of Instit. Research, Planning

Dr. Raymond Barclay, a senior associate at the North Carolina-based consulting firm Arroyo Research Services, will become Stetson University’s director of institutional research and planning on July 11. He succeeds Dr. John Tichenor, who will now teach full-time as an associate professor in Stetson’s School of Business Administration.

“We are fortunate to attract Ray here in a most competitive market, as he brings to Stetson University a wealth of experience in institutional research, assessment, academic budgeting, enrollment management, institutional effectiveness, and program evaluation,” said Dr. Elizabeth “Beth” Paul, provost and vice president for academic affairs.

The director of institutional research and planning supports the strategic planning processes for the university.

Barclay comes to Stetson from Arroyo Research Services (ARS), a private consulting firm with clients nationally including Stetson, Northeastern University, University of Vermont, and Cal-Fullerton, as well as school districts and state educational agencies in Virginia, Texas, Ohio and Hawaii.

“I look forward very much to joining the Stetson community at such an exciting time,” he said. “I hope to assist the campus as it moves its strategic initiatives forward and to provide the requisite data, analysis and technical assistance required by faculty and staff as they strive toward their personal and collective goals.”

Barclay also has held positions related to institutional research and planning at the College of Charleston, University of North Carolina – Western Carolina campuses, The College of New Jersey, Burlington County (N.J.) College and The Bonner Foundation of Princeton, N.J.

He has developed institutional frameworks in areas including enrollment management, data stewardship and security, planning and budgeting, institutional effectiveness, advancement/development research in support of capital campaigns and prospect development, and academic program-specific learning assessments. He has assisted in addressing accreditation and accountability requirements and served as investigator on various federal grants related to school improvement, student development, student access, and improving participation of women and minorities in the science, math, and engineering fields.

Barclay earned his Ph.D. in educational psychology with a focus in learning and cognition, program evaluation, and measurement at Temple University in Philadelphia, Pa. His research interests include cognition, problem solving, structural equation modeling, and survey development. He co-authored a chapter in the book, Documenting Student Learning: Valuing the Process in Assessments That Drive Change in Higher Education and Improve Student Learning and Development, published recently by the American Council on Education (ACE) and Rowman/Littlefield. The book is aimed at engaging provosts and college presidents nationally in discussions about student development, assessment and learning.

He is married to Judith Barclay, and they have a 6-year-old son, Jon-Patrick.
