“It’s surprising, but there was pressure building on President Biden since his poor debate performance over the past few weeks for him to not seek reelection,” Smith said. “It seemed over the weekend it was increasingly likely for him to make this announcement. But still it’s a surprise because it doesn’t happen very often that a sitting president does not seek re-election.”
