IMAM FINED FOR PUBLICATION OF FILM "MIRACLES OF THE QURAN" IN SAMARA PROVINCE

It was reported on 13 April 2016 that back on 29 February 2016, the Chapaevsk city court found the imam of the prayer house "Mosque of Mirmamed," Ilgar Guseinov, guilty of mass distribution of extremist materials (article 20.29 of Code of Administrative Violations of Law) and set his penalty as a fine of 3,000 rubles. The court's order was not appealed and it has taken effect.
The reason for the prosecution of the imam was his posting in the group "Islam in Chapaevsk 2011" on the social network VKontakte the film "Miracles of the Quran," which was ruled to be extremist by the Nefteiugansk city court on 7 April 2011 and included in the Federal List of Extremist Materials at number 873.
From our point of view, the film "Miracles of the Quran" was ruled to be extremist illegally. Nevertheless, Russian courts have already frequently punished citizens for its distribution.
In April 2016 another case against Imam Guseinov based on article 20.29 was presented to the court. Its consideration is scheduled for 5 May. Details of the case, unfortunately, are not known to us. (tr. by PDS, posted 14 April 2016)
IN CHAPAEVSK DISTRIBUTION OF EXTREMIST MATERIALS ON INTERNET CUT OFF

The prosecutor's office of the city of Chapaevsk, jointly with the department of the Directorate of the Federal Security Service (FSB) of Russia for Samara province, conducted a verification of implementation of legislation on combating extremist activity in Chapaevsk.
During the verification it was established that a video, which had been ruled by a court to be extremist and included in the Federal List of Extremist Materials by the Ministry of Justice of the Russian federation, was posted on the page of a religious group of the prayer house "Mosque of Mirmamed" on the Internet network.
On the basis of this incident, the prosecutor's office of the city opened a case regarding administrative violation of law under article 20.20 [sic] of the Code of Administrative Violations of Law of the RF (distribution of extremist materials) against the imam of the prayer house "Mosque of Mirmamed," Ilgar Guseinov.
By order of the Chapaevsk city court, Guseinov was held administratively responsible in the form of a fine of 3,000 rubles. On the basis of the demand of the prosecutor of the city, Guseinov removed said material from the page. (tr. by PDS, posted 14 April 2016)
