Professor Charles Rose spoke with Valerie Kalfrin at the Tampa Tribune about some of the legal issues that could arise because a Tampa police officer used a traffic control to hold people at a red light while running tags on cars he suspected were stolen. Is it proper to detain someone with probable cause and if an innocent person were detained, what would their rights be to seek justice?
