The article discusses Emmanuel’s prosecution under the 1994 law that makes it illegal for U.S. citizens to commit torture abroad. Emmanuel faces more than 60 years in prison for war crimes he allegedly commited as head of former Liberian president Charles Taylor’s security unit.
