Jim was born in in Lakeland, Florida on October 7, 1944. He graduated from Florida State University in 1966. He served as a First Lieutenant in the United States Army during the 1968 Tet Offensive of the Vietnam War. After returning home from the war, he attended Stetson University Law School. He was admitted to the Florida Bar in 1972. Jim practiced as an Assistant State Attorney in Orange and Osceola counties for three years. He was in private practice in the Central Florida area for 39 years.
